Change to Garbage and Recycling Service Provider
After careful evaluation, the Draper City Council has approved a transition from City-managed garbage and recycling service to a contract with ACE Recycling and Disposal, effective August 17, 2026.
Why the Change?
Draper City has never raised rates for its City-managed garbage and recycling service. Increases in operational expenses, along with liability claims, prompted an evaluation of the costs associated with keeping the service in-house versus using a contractor. Both options showed that a rate increase for solid waste was necessary this year. However, continuing the City-managed service would require a substantially larger increase (67% for continuing City-managed service vs. 27% for a private contractor).
To minimize the impact on residents and avoid a higher impact on the City budget moving forward, the City chose to transition to a private contractor. Through a competitive Request for Proposals process, the City selected ACE Recycling and Disposal Inc. as the highest-ranked, responsive, and responsible provider. Contracting with ACE will:
- Reduce the amount of the necessary rate increase for residents.
- Lower the City’s liability exposure.
- Reduce City budget costs, including facilities, vehicles, and staffing.
Rate Increase
The new rates under the ACE contract will support continued high-quality curbside collection of solid waste and recyclable materials while keeping costs as manageable as possible.

What to Expect
- Collection services will continue without interruption. Routes and pickup days will not change.
- ACE Recycling and Disposal will handle residential curbside garbage and recycling collection starting August 17, 2026.
