Water Rate Increase
Overview
Draper City did not raise water rates for consumers from 2017 through 2024. Over those years, the rate Draper paid for water increased by 18.6%. As Draper grew, the City also saw an increase in the amount of water purchased, resulting in a total increase of 26.8%. This increased the cost of water to just over $500,000.
The City’s cost to provide water services has also increased over the same period. Expenses associated with personnel increased by 54.9%, totaling $360,000. Costs to provide basic service also increased by 23.9%, totaling $128,500.
These increases in costs, coupled with flat rates, eliminated any surplus in the water fund, resulting in net operating losses from 2022 through 2024. As a result, last year, the City increased rates to help water fund operations move toward solvency. 2025 Increase
This year, the City must increase water rates again to continue to bring operating revenues in line with operational expenses. The rate increase takes effect July 1, 2025, and includes a 15% increase to the base rate from $27.34 / mo. to $31.44 / mo. The variable rate is also increasing by 8%. For an average residential consumer in Zone 1, a monthly water bill will increase by approximately $12.00, depending on consumption. See the linked documents below for cost comparisons.

This increase will affect Draper City water customers only, not those served by WaterPro. Draper City Water users will receive their first bill reflecting the rate change in August.
