Privacy Policy Statement

In short: We care about your privacy, we use the minimal extent of information we need to provide you with the services you requested, we safeguard your data and we do not monetize it or improperly share it.

In detail: This Privacy Policy Statement (the “Statement”) is provided by Draper City (“we,” “us,” or “our”) in compliance with Utah Code Section 63D-2-103. We are committed to protecting your privacy. This Statement explains how we handle your information when you visit this webpage. We want you to understand how your data may be collected, used, and secured.

Who We Are and How to Reach Us

What Information We Collect

Here’s what we collect when you visit our webpage:

  • Domain name if applicable;
  • Date and time of access;
  • The internet browser used, such as Firefox, Google Chrome, Safari, etc.;
  • The computer or device type;
  • Referring web page (the last webpage you visited before clicking on a link to our site);
  • Log end-user behavior for traffic monitoring and statistical purposes;
  • Information you submit on forms provided by us;
  • Cookies; and
  • Your interactions with our websites.

If you visit a city website for purposes such as signing up for online bill pay or enrolling in a city-sponsored service or program, we may ask you to provide personally identifiable information. We handle this information in the same way as if you were providing that information in person.

  • Better understand how user traffic is driven to our site;
  • Evaluate the effectiveness of city-initiated communications; and

Disclosure Practices

We care about your privacy. We only share your personally identifiable information when necessary. For purposes of this privacy statement, personally identifiable information includes your name, address, phone number, email address, or other information that can identify you not including photographs. If we take your photo for our website, we will always ask permission before posting it. If you appear in the background of a photo for our website because we took a photo of another subject in a public place, we cannot guarantee we will ask your permission or remove that photo. Here’s how we handle disclosures:

  • We do not disclose personally identifiable information unless permitted to do so; and
  • If you feel we have disclosed your personally identifiable information in error, please let us know, and we will gladly remove it from our website.

Your data’s safety is our priority. We have taken adequate measures to protect it. Here’s how we ensure your data stays safe:

  • We regularly maintain, update, and test our security technology following industry-standard best practices;
  • We use end-to-end encryption when collecting personally identifiable information such as name, address, or credit card numbers whether collected directly by us or by one of our third-party vendors; and
  • Employees accessing the secured city network are required to use 2-step authentication

Note on Records Classification

We are subject to the provisions of Utah Code Section 63G, Chapter 2, Government Records Access and Management Act (“GRAMA”). Personally identifiable information is not a classification of records. Access to government records is governed by GRAMA.

If an appropriate request is made to the City for information that is subject to disclosure under Chapter 2, and not made confidential elsewhere in the Utah Code, we may be required to disclose the information requested, even if it may include your personally identifiable information. While Chapter 2 sets the general policies for access to government records in the state of Utah, other sections of the Utah Code as well as other federal laws also deal with confidentiality issues.

All records that are prepared, owned, received, or retained by a governmental entity that may be reproduced by certain means are considered public, unless they are private, controlled, or protected, as outlined in GRAMA, or are records to which access is restricted according to court rule, other State law, federal law, or federal regulation. Information that is generally considered public record under GRAMA and not made confidential elsewhere in the Utah Code or by federal law may be subject to electronic access through the City’s website.  

Non-City Websites

Various websites may be linked through our website. Many of these sites, including private sector sites, are not subject to GRAMA and may also not be subject to other sections of the Utah Code or federal law. Visitors to those sites are advised to check the privacy notices of these sites and be cautious about providing personally identifiable information without a clear understanding of how the information will be used. Visitors may want to consult guidelines on protecting your personal information such as those recommended by the Privacy Alliance, at http://www.privacyalliance.org/protection/.

We are not responsible for the privacy practices, privacy notices, or content regarding these other sites.

If We Are Required by Law to Disclose Information

Under certain circumstances, we may be required by law to disclose certain information to law enforcement authorities. Suspicious emails, electronic threats, unauthorized access, or any information on illegal activity may be provided to the appropriate authority.
