CORRECTED Public Safety Reminder - Motorized Scooters and Other Vehicles

Please see the following correction regarding the previously published information below:

Our apologies, there was a piece of outdated information in our previous notice regarding motorized scooters and other vehicles. The statement regarding anyone under age 15 not being able to operate this type of scooter without direct adult supervision is incorrect. Parental supervision is not required. The age restriction regarding no one under the age of 8 being permitted to operate these vehicles on public property is correct. Our accompanying graphic has been updated accordingly.

Please review this section of the state code with more detail for your reference. 

The law about the use of these vehicles has not always kept up with the various types being manufactured, which can make it difficult to enforce. Draper City Council has expressed interest in reviewing state law and looking at our city code to identify if any changes could be made to the city code to help provide clarity.


We will provide updates regarding any state law or city code changes moving forward.  

Draper City has received many requests from residents to increase enforcement on these types of vehicles being used inappropriately. Draper Police Department is aware and doing all they can to educate about proper use and issue citations when violations occur. We ask for help from parents/guardians to talk with youth about the proper use of these vehicles for the benefit and safety of everyone.

With summer in full swing and kids out of school enjoying the break, please be aware of the law related to motorized scooters and other vehicles. Draper Police Department is stopping as many as possible in violation, educating about proper use, and citing when necessary.

What is a motor-assisted scooter? These are self-propelled with at least two wheels, a braking system gas or electric motor no larger than 40cc for gas motors with a deck to stand on and/or a seat. The scooter has to be designed so that the person can propel them by human power alone.

  • A license is not required. Those under the age of eight are not allowed to operate them at all on public property.

  • A scooter may not occupy a travel lane. Electric scooters may use the crosswalk but must be operated safely.

  • Scooters aren’t allowed to carry more people than it was designed for and can’t operate faster than 15 MPH.

  • Parents authorizing anyone in violation of the law may be liable for any damage or injuries and may be cited and fined up to $750. (Utah state code 41-6a-1115)

Additionally, remember that registered Sur-ron-type electric motorcycles are considered motorcycles and are subject to the same laws as gas-powered motorcycles (Utah state code 41-6a-102). Non-registered electric motorcycles are not legal on any public road, city park, or trails where motorized vehicles are prohibited.  

Finally, a reminder that golf carts are not legal on any public road, city park, or trail in Draper.
