Permits & Applications
To track your application and permit online, sign up for a Citizen Access Portal (CAP) Account using the link below. Email engineering@draperutah.gov once your registration has been submitted so we can finish the registration process.

Excavation / Encroachment Permit Application
Applying for an Encroachment Permit
Completed applications and associated documents need to be submitted through the Draper City CAP system under the permit type: ENCROACHMENT.
If you have not registered for the online system, you will need to do so BEFORE submitting a permit application. Email engineering@draperutah.gov when you have completed the registration. Do not try to log into the system until you receive an account approval email from the city.
Documents required at the time of application submission
- Encroachment Permit Application
- A traffic control plan (MUTCD)
- Diagram or map showing the location of work, and type of work to be performed
- Work Area & Best Management Practices (BMP) Map
- Current copy of State Contractor's Business License
- Current certificate of Worker's Compensation & Liability Insurance
Incomplete applications will not be placed in our review queue. Once a completed encroachment permit application is submitted, please allow at least five (5) working days for our review. If the portal will not allow you to submit for an encroachment permit, contact engineering@draperutah.gov.

Winter fees apply to encroachment permit cash securities (double). Winter rates are in effect from October 15 Through April 15. Cash security agreement forms must be signed and notarized. Separate checks are required for each bond and fees. Make checks out to Draper City. Encroachment permit security deposits are held for one year from completion of work and released pending the approval of the inspector.Additional Materials

Land Disturbance Permit
Applying for a Land Disturbance Permit
Completed applications can be submitted online via email to engineering@draperutah.gov along with all required documentation. Incomplete applications will not be placed in our review queue. Once a completed Land Disturbance permit application is submitted, it can take least five (5) working days for a first review to be completed.

Bonds and Security Deposits
Bonds and fees will be assessed after the Land Disturbance Permit is reviewed and approved by a Draper City engineer. All security (bond) agreement forms must be signed and notarized. With the original document given to Draper Engineering. We cannot accept copies of agreements. Separate checks required for fees and each bond. All checks need to be made out to Draper City. Security deposits (bonds) are held under a warranty status for 12-18 months after the work has been completed. Bonds are released pending the approval of the completed work by the inspector, engineer, and city engineer.Additional Materials

NOI – Utah Division of Water Quality (greater than 1 acre)
To obtain a Utah Storm Water Construction Permit and SWPPP that disturbs one acre or greater will need to apply for a permit through the Utah Department of Environmental Quality’s Division of Water Quality.
NOI – Draper City (less than 1 acre)
A Notice of Intent (NOI) for storm water discharges associated with construction activity less than one acre will need to go through Draper City. A SWPPP is required to be on hand prior to the NOI submittal. Fill out the below form and submit it to engineering@draperutah.gov.
Wireless Facility Application
Applying for a Wireless Facility Within Public Rights of Way Application for Permit
Completed applications should be submitted by email to engineering@draperutah.gov, along with all other required documents listed below.
Each required document should be a separate file, and each file name showing the following information: Company name, the address of the proposed wireless facility site, and type of submittal. (ie. Draper City _ 1020 E Pioneer Rd _ Traffic Control Plan)
Once a completed Wireless Facility Application is received, we will review for completeness. Incomplete applications will not be accepted. Once an application is accepted with all documents submitted, each individual site listed on the application will be processed as their own permit.
Application fees will be assessed after the application is reviewed and approved. Any additional wireless facility permit fees, encroachment (excavation) permit fees, and security deposits will be assessed prior to the permit being approved for issuance.
All Wireless Facility applicants are required to have a Small Cell Master License Agreement with Draper City.

- Application for Wireless Facility within Public Rights of Way
- Plans with the following information; scaled site plan, scaled elevation view, overall site dimensions, ADA standards, site distances from streets, and site distances from subdivisions
- Traffic Control Plan (TCP)
- Work Area and Best Management Practices (BMPS) See page 7 of the application
- Pole load analysis if using a city-owned pole
- Current copy of State Contractor's Business License (One Per Application)
- Current certificate of Worker's Compensation & Liability Insurance (One Per Application)
- Encroachment Permit information filled out per site. (Added to the application under each wireless site for ease)
- If Applicable: Proof of Franchise Agreement
- If Applicable: Letter giving 3rd party approval

Additional Information
A Wireless Facility Application can have up to 25 (twenty-five) Wireless Facility sites listed IF the contractor and owner information is to remain the same on all 25 (twenty-five) sites. To submit more than four sites per application, please use the linked document below in addition to the application. If possible, please fill out all pages on the application digitally, and combine all pages of the application and additional application pages into one file. Wireless Facility Application Pg.2 (fill out a copy of this page for each site.)
Security Deposits
Wireless Facility within Public Rights of Way and Encroachment Permit Application and Agreement security deposits are held for one year from completion of work and released pending the approval of the inspector. All cash security agreement forms must be signed and notarized. We will accept one cashier's check for the total amount of the permit (Bond amount plus Wireless Facility Fees and any applicable Excavation/ Encroachment Permit fees). Please make the cashier's check out to Draper City.
